Curly Brackets in Pivotby formula (multi-sort)

Hi All. Hoping someone with insight knows what I am missing with the pivotby formula error I am getting.

I have this formula below I am using for this table I am building.

=PIVOTBY(HSTACK(Budget!$T$4:$T$499,Budget!$D$4:$D$499,Budget!$C$4:$C$499,Budget!$W$4:$W$499),,HSTACK(Budget!$L$4:$L$499,Budget!$P$4:$P$499,Budget!$S$4:$S$499),LAMBDA(x, SUM(x)),3,2,{-1,-6,-3},,, (Budget!$B$4:$B$499=$C$1)*(Budget!$U$4:$U$499<>0))

It works without the curly brackets just fine. However, using the curly brackets for the sort order then give me a #VALUE! error that I can’t seem to figure out. I’ve seen other videos where they say this works but not for me. I can use sortby but it doesn’t do the sort inside the table itself.

Anyone know how this works or what I’m missing? It’s the last piece of getting this figured out and I’m hitting a wall. Thanks!
