What can I do with my nail bed looking rough?

4 years ago, I wanted to try a DIY manicure kit and I remember I was messing up on one of my nails with a buffer tool. I wasn't in any pain or discomfort and it's still the same. I just don't like how it looks whether I'm wearing polish or not. I want to make it smooth again.
